SPECTACLE OF LIGHTS
MINUTES OF MEETING
Spectacle of Lights Committee

HELD ON: Tuesday, September 11, 2007 at 8:30 a.m. in the Gillnetter Room, 3rd Floor, Steveston Community Centre, 4111 Moncton St, Richmond, BC.

Christine Campbell, past Chair, called the meeting to order at 8:30 a.m. Introductions were made and the meeting commenced.

Christine Campbell welcomed the 2007 volunteers to the first meeting of the 4th Annual Steveston Spectacle of Lights. Christine announced that she is unable to act as Chair for this year’s meetings and requested that a new Chair volunteer. A Chair will be decided at the next meeting.
EVENT DATES
The “Spectacle of Lights” will be held on Friday, December 7, 2007 at 6:00 – 7:00 p.m.

The Winter Hay Ride will be held on Friday & Saturday, December 7 & 8, 2007.

REVIEW OF LAST YEAR’S EVENT
The volunteers reviewed the events from last year and discussed the following ways to improve:
1. COMMUNITY SPIRIT: Remind everyone that this is a community event (not a business event) and that Steveston residents should take ownership as well. We want to give everyone the information needed to promote it and encourage people from all over to attend
attend.
ACTION:
This will be part of the advertising promotion.

2. CONSTRUCTION: The building at the corner of Moncton Street & No. 1 Road is scheduled to be removed, with new construction starting as early as December. Apparently the Diplomat Bakery is moving out October 31, 2007. There was concern expressed how this would affect the Spectacle of Lights and it was suggested that the construction company decorate with lights.
ACTION:
Carolynne Palla can call the City and talk to the business owners to obtain details and report back to the committee.

3. POLICING & CONTROL: There is a need for policing and crowd control. At the Salmon Festival there was a problem in the Lacrosse Box with teenagers, etc. The Rotary expressed interest in volunteering and has the manpower and vests to assist.
ACTION:
Manjit will report back on RCMP involvement. Volunteer needed to approach Rotary.

4. PARADE/PROCESSION: Last year a police vehicle led the parade but it was moving to quickly. Efforts will be made to communicate how slowly to move along. It would be a good idea to have a vehicle at the end of the parade also for the safety of the crowds. Santa will be on the Hay Wagon, acting as Marshall, encouraging people to join in.
ACTION:
Community police to volunteer two vehicles and drivers.

5. SANTA: There was no discussion on who Santa will be…. Santa arrives in a Zodiac boat at 1:00 p.m.
ACTION:
Suzanne Marshall to be in charge of Saturday’s Santa event. More info to follow.

6. MUSIC: Last year the Richmond Orchestra Choir and the McMath Music Class played Christmas music. It was agreed that they both did a great job and will be invited to perform again. There was discussion about the band marching so that the music could move with the crowd. Recorded music may be an option if it could be set up at the back of the Hay Wagon. Sheet music needs to be distributed so people know the words to see along to the Christmas Music. The glow sticks are enough light to read with. There was concern that the music could not be heard far enough away, so efforts will be made to amplify the music. The issue with the microphones can be resolved by suspending them above the singers rather than placing a microphone in front of a select person (last year this was awkward for the singers). During stage set up, it would be nice to have Christmas music playing rather than rock music.
ACTION:
Janice to be asked to head up entertainment.
Ask Richmond Review for copies of sheet music if distributed in paper.
Peter Harris to head up stage technical.

7. STAGE: A stage manager is required this year. Extra stairs to the stage may be required as this was an issue last year. The dignitaries requested their own stairs.
ACTION:
Peter Harris to manage stage technical with Janice Froese input re entertainers and dignitaries needs.

8. MASTER OF CEREMONIES: Marty Tanaka did a great job last year and will be approached again. There was talk of having a celebrity.
ACTION:
Christine to formally invite.

9. DIGNITARIES: Dignitaries, such as Mayor of Richmond, will be invited to attend. Discussed inviting by end of October and requesting replies to be part of the program by November 15.
ACTION:
Ron to officially invite dignitaries.

10. LIGHTS: The original idea of the Spectacle of Lights was to get the businesses to put up Christmas lights and light up the Village. However, there has been minimal participation in the past. The City should be contacted to see if they are willing to put up extra lights or decorations in the common areas. One of the issues is the age of the electrical circuits in the Village and the inability to handle the extra wattage. It was suggested that freestanding lit decorations be used along the main route to help with the festive look. Also, the advertising should encourage people to bring Halloween-type lights or flashlights to help bring the Village to life. Ideally, everyone should be holding a light. Glow sticks will be provided again this year; however we have to ensure there are enough for everyone. Further discussion required regarding ideas to get merchants to light up next meeting
ACTION:
Franz and Ben to approach City.
Ron to check on supplier of glow sticks.

11. ADVERTISING/PROMOTION: Advertising will be in the usual places again this year –businesses in Steveston, Richmond Review, and Spectacular Ink (which sends it out to Media to be picked up as interested). Tourism Richmond has been very supportive of this event regarding advertising dollars. A flyer will be produced and the original distributed to businesses (4 ads per sheet of paper) for them to copy and give out.
ACTION:
Peggy O’Brien & Carolynne Palla volunteered to be in charge of Advertising/Promotion.

12. VOLUNTEERS NEEDED: More volunteers are always welcome, so please encourage anyone you know to help and attend the next three meetings. The minutes will be distributed to Merchants and passed on to any contacts to encourage participation.

There being no further business, the meeting was adjourned at 9:45 a.m. The next meeting is scheduled for Tuesday, October 2, 2007 at 8:30 a.m.
